Philippine Bureau of Revenue Adopts Performance Indicators

MANILA, Dec 21 Asia Pulse - The Philippine Bureau of Internal Revenue (BIR) has devised key performance indicators (KPIs) to effectively assess the performance of its regional and district offices.

The new KPIs will be implemented starting next year to evaluate the contributions of each regional/district office to the bureaus overall performance in line with its goal to exceed tax collection.

The KPIs will be based on five identified objectives including exceeding tax collection, improving taxpayer compliance, improving taxpayer base, improving processes and improving knowledge management.

The BIR said each objective has corresponding measures with specific weights which will be used in computing the overall performance rating of a regional/district office.

BIR Commissioner Jose Mario Bunag said the overall performance rating of offices will determine how rewards and incentives will be apportioned among BIR field offices in case the bureau exceeds its annual collection target.

However, in the case of shortfall in collection, Bunag said, the office rating will be used in identifying those who will be subject to sanctions under the Attrition Law.

Since last month, the BIR's policy and planning service has been presenting to regional/district officials and employees the formula, sources of data, measure owner, target and rating scheme for each KPI.

The formulation of office KPIs is part of the BIR's Office Performance Management System (OPMS) being developed in collaboration with the United States Agency for International Development (USAID) under its Economic Modernization through Efficient Reforms and Governance Enhancement (EMERGE) Project.

Bunag said the KPIs for the Large Taxpayers Service and other offices in the national office are also being developed under the OPMS.
